To tell if a paperweight is valuable, research the piece using trusted online resources. You can get started by locating the maker's mark, usually found on the bottom of paperweights. From there, you can check to see what pieces similar to yours have sold for in the past. Because the condition will also influence the selling price, it's a good idea to have a certified appraiser or knowledgeable antiques dealer assess your paperweight as well.
